i)           The absence of the sweeper is due to regular leave or resignation or transfer or for any valid reason.

 

 

ii)          When the substitute is engaged on daily wage basis be is paid at the rates approved by the Local Municipality/State Govt. for that category of staff.

 

 

iii)        When a substitute is engaged in a leave vacancy exceeding 30 days, he should be appointed in the regular scale.

To engage part-time Sweeper/Scavengers /Water carriers for:-

Full powers subject to the condition that part-time Sweeper / Scavengers/ Water carriers is engaged:-

 

i)        Local Offices, Sub-Local Offices, Mini-Local Offices and Pay Offices.

i)           Upto a remuneration not exceeding Rs.75/- p.m. for Local Offices, Rs.50/- p.m. for Sub-Local Offices or Mini-Local Offices and Rs.30/- p.m. for pay Offices.

 

ii)       Inspection Offices situated in independent hired buildings.

ii)          Upto a remuneration of Rs.30/- per month.

 

 

NOTE:-

The above rates of remuneration are maximum.  The Regional Directors should not allow these rates as a matter of rule or routine unless they are satisfied with reference to the locally prevalent rates, needs, area of premises etc.

ii)          The substitute is engaged on daily wages approved by the Local Municipality/State Govt. for that category of staff.

 

 

iii)        The recruitment of substitute will be made in accordance with the instructions issued by the Hqrs. Office from time to time.

To act as ‘Head of Office’ for the purpose of maintenance/attestation/safe custody of service books, service rolls and leave account.

Full powers to attest entries in Service Books, Service Rolls, Leave Accounts etc. and to keep these documents in their safe custody.  The Head of Office shall, however remain responsible for proper maintenance and safe custody of these documents every year and initial them in token of having done so (SR-199- and Govt. of India decision thereunder).

ii)          Cycle allowance is admissible to one Peon/ Record Sorter-cum-Peon only in each Local and Sub-Local Office provided no office cycle is issued to the office.

 

iii)        The number of allowance to Peons at R.Os together with cycles in R.Os does not exceed the no. of cycles prescribed by the Hqrs.

ii)          That at the meetings of the Regional Boards, at least two non-official members are invited; and

 

 

iii)        That the total expenditure during a financial year does not exceed Rs.500/-.

To sanction expenditure on the in joint measurement charges in respect of plots of land purchased/acquired by the Corporation.

Full powers provided the charges are in accordance with the scheduled rates prescribed by the State Govt.

To engage police escort to accompany Cashiers for bringing cash from the Bank on pay days or whenever the cash carrying is Rs.10,000/- or more and to pay charges for the same to the police authorities.

Full powers in consultation with the Accounts Officer concerned and subject to the instructions issued by Hqrs. in this regard.

To sanction expenditure for payment of premium on collective Fidelity Guarantee Policy to the LIC of India.

Full powers provided the total expenditure on repairs does not exceed 2/3rd of the value of the furniture in its lifetime.

(i)      The non-official publication should have relevance and applicability to the business of the Corporation and the number of copies should be the minimum possible.

 

 

(ii)     Where publication of Govt. of India are available on the subject, the purchase of the non-official publication should be made only where it is in escapable.

b)      The irregularity may be condoned for non-receipt of ESIC-70 after having fully satisfied the reasons of non-receipt.

 

c)       Inadequate issue of ESIC-70 (Form-28).

c)       The irregularity may be condoned when he is satisfied that due to certain unavoidable circumstances the requisite No. of form-28 could not be initiated.
