NOTICE/TENDER INVITING PROPOSAL FOR DEMOLITION BY MACHINERY/EQUIPMENT/IMPLOSION OTHER THAN MANUAL TECHNIQUE OF EXISTING ESIS HOSPITAL BUILDING AND OTHER ABANDONED STRUCTURES INCLUDING ALL THE STAFF QUARTERS ATTACHED TO THE HOSPITAL AT AKURLI ROAD,

KANDIVALI (EAST), MUMBAI

 

I.

 

1.            E.S.I.C. invites Pre-qualification-cum-financial bid proposals from reputed and experienced contractor/ agency/ firm/company involved in demolition by machinery/equipment/implosion other than manual technique of existing ESIS hospital building and other abandoned structures including the staff quarters attached to the hospital at Akurli Road, Kandivali (East), Mumbai.  The total area of the structure to be demolished would be around 25000 sq.mtrs.

 

2.            The Pre-Qualification-cum-financial bid tender document is being published on our Website http://esic.nic.in in downloadable format.  The application may be submitted by eligible bidders along with non-refundable fee in the form of a Demand Draft/Pay Order for Rs. 10000/- (Rupees Ten Thousand Only) in favour of "E.S.I. Fund Account No. 1 ", drawn on New Delhi, in a separate envelope marked.

 

3.            Application for pre-qualification-cum-financial bids supported by requisite documents should be submitted with covering letter in a sealed envelope duly super-scribed with the words Tender for Demolition of ESIS Hospital, Akurli Road, Kandivali (East), Mumbai.  The proposal should be sent by Registered/Speed Post addressed to the Chief Engineer, ESI Corporation – HQ Office, Panchdeep Bhawan, C.I.G. Marg, New Delhi-110002. The last date and time for submission of proposal is 12th May,2008 by 2.00 PM. The pre-qualification bid will be opened in the Conference Hall – 2nd Floor at 3.00 PM on the same date at the above address.  If that day i.e. 12th May happens to be a holiday, it will be opened on the next date at 3.00 PM in the same venue.  Financial bid in respect of qualified bidders shall be opened on a later date which will be notified to the short-listed bidders. 

 

4.            If any information furnished by the applicant is found to be incorrect at any stage, the application shall be cancelled and applicant shall be liable to be debarred from tender.

 

5.            E.S.I.C. reserves the right to reject any or all applications without assigning any reason whatsoever.


II. SCOPE OF WORK

 

The scope of work includes demolition of various structures at the hospital complex including staff quarters, removal of all foundations, clearance of debris, transporting of the debris to a suitable place in consultation with statutory authorities and making the site suitable for construction.

 

III. PRE – QUALIFIED CRITERIA

 

            For being considered for technical eligibility, the following minimum criteria should be fulfilled:-

 

1.                  The contractor/ agency/ firm/company should be a reputed one and involved in the demolition of various building by other than manual technique and duly registered/incorporated for the purpose.

 

2.                  The contractor/ agency/ firm/company should have undertaken demolition of at least one similar work of 20,000 sq.mtrs approximately or two similar work of 12,500 sq.mtrs or three similar work of 10,000 sq.mtrs. during  the last three financial years i.e. 2005-06, 2006-07 & 2007-08 by using implosion technique.

 

3.                  The contractor/ agency/ firm/company should have its own machinery / equipment required to undertake the job. 

 

4.                  The contractor/ agency/ firm/company should have the average annual turn over of at least Rs.100.00 lakhs for the last three financial years. i.e. 2005-06, 2006-07 & 2007-08.

 

In respect of the above eligibility criteria, the agency should submit the copies of (i) the Registration/Incorporation Certificate clearly specifying the purpose for which the company has been incorporated (ii) Work order received along with area demolished in proof of the work undertaken by using implosion technique for the three years i.e. 2005-06, 2006-07 & 2007-08 (iii) the list of equipment (iv) Proof in respect of Sl.No.4 above duly certified by the Chartered Accountant.  Further time to be taken to complete the work of demolition and removing of debris from the site is the essence of the contract and is one of the para-meter to decide the bid.  As such in the technical bid, time of completion from the date of award of the contract should be indicated clearly.

 

IV.       The short listed contractor/ agency/ firm/company would have to undertake the work on turn-key basis.  All municipal / statutory approvals including cost if any thereon shall  be the sole responsibility of the contractor/ agency/ firm/company.  On completion of the job the site would have to be handed over back to ESIC.  The sale proceeds/salvage value of the debris will be on the contractor’s account and the contractor/ agency/ firm/company should consider the sale proceed, if any, while quoting the rate for the work.  For this purpose the representative of the contractor/ agency/ firm/company can visit the site during working hours i.e. 9.00 AM to 5.30 PM on all working days.

 

V.        The contractor/ agency/ firm/company should submit 3 sealed envelopes as per the details given below:-

 

(i)         1st Envelop containing demand draft for Rs.10000 in favour of ‘ESI fund A/c. No.1’ payable on New Delhi as non-refundable cost of tender, duly marked as : “EMD-Tender for Demolition of ESIS Hospital, Akurli Road, Kandivali (East), Mumbai by other than manual technique.”.

 

(ii)        2nd Envelope containing technical proposal fulfilling eligibility condition for “Technical proposal - Tender for Demolition of ESIS Hospital, Akurli Road, Kandivali (East), Mumbai by other than manual technique”.

 

(iii)       3rd Envelop containing Financial bid duly marked as “Financial proposal - Tender for Demolition of ESIS Hospital, Akurli Road, Kandivali (East), Mumbai by other than manual technique”.

 

VI.       The financial bid must indicate the amount to be charged for the entire work in a lump-sum basis inclusive of all the taxes.  Other than the amount indicated no any additional payment would be made on any account.  The salvage value, if any, may be considered while quoting the rate.
